The ICRC maintains a strong operational presence in Africa, with activities focused on protecting and assisting people affected by armed conflict or other forms of violence. It also works to promote greater recognition and wider implementation of international humanitarian law throughout the continent.

The Democratic Republic of the Congo (DRC), Somalia and Sudan feature among the organization’s largest operations worldwide. Despite international peace initiatives, the situation remains volatile in the North Kivu, South Kivu, and Eastern provinces in the DRC, in Sudan's western Darfur and southern regions and in central and southern Somalia. Large numbers of people, mainly civilians, suffer the consequences, including death, injury, displacement and economic hardship.

In the Central African Republic, the ICRC is stepping up efforts to meet the needs of people affected by conflict in the northern region. In eastern Chad, a region prone to chronic insecurity and localized violence, the ICRC assists displaced people, the wounded, the destitute and detainees. In the northern regions of Mali, Niger and Nigeria, the ICRC works closely with the countries’ national Red Cross Societies to help civilians forced to flee sporadic skirmishes between government forces and various armed groups.

In Ethiopia, activities have been reduced significantly owing to the government's expulsion of the ICRC from the Somali Regional State in 2007. In situations such as Côte d'Ivoire, Eritrea, Liberia and Uganda, where displaced people are beginning to return home, the ICRC has scaled back emergency aid and focuses on helping communities rebuild their livelihoods and infrastructure – notably in the water-supply and health sectors.

Elsewhere, the ICRC continues to adapt its setup and operations, downsizing where appropriate in post-conflict contexts, such as Angola, the Republic of Congo and Sierra Leone.

    In 2009, the ICRC maintained a strong operational presence in sub-Saharan Africa (hereafter Africa), carrying out a wide range of activities to protect and assist victims of past and present armed conflicts or other situations of violence. It also endeavoured to prevent human suffering by promoting much wider implementation of IHL throughout Africa. During 2009, it appealed for funds in addition to its original budget for operations in the Democratic Republic of the Congo (DRC) and Zimbabwe.

    ICRC delegation to the African Union - Annual Report 2009
    The ICRC’s delegation to the African Union (AU) aims to achieve better understanding and wider acceptance of the ICRC within the AU Commission and other AU bodies. In its capacity as official observer to the AU, it works with AU member States to draw attention to problems requiring humanitarian action, to promote greater recognition and much wider implementation of IHL throughout Africa and to raise awareness of the ICRC’s role and activities. It also endeavours to build strong relations with AU-accredited intergovernmental organizations, NGOs and UN agencies.

    Côte d'Ivoire: seed brings hope of life returning to normal
    At the end of March the ICRC and the Red Cross Society of Côte d'Ivoire distributed farming implements and seed to 15,000 residents of the Moyen-Cavally area in the west of the country. Many people in Moyen-Cavally have returned to their homes after being driven out by the armed violence of recent years. But life remains difficult.

    Coping with a massive influx of weapon-wounded patients is a challenge for a hospital anywhere in the world – staff must make difficult decisions as to who has first call on precious surgical time and resources. In Somalia, conditions are even more challenging as the health system has collapsed under the weight of a decade of civil war and there are only a few qualified doctors and functioning health facilities left in the country.

    Democratic Republic of the Congo: water to wash away the trauma of the past
    The women of Kibirizi are used to fetching water in jerrycans. But a two-hour walk for dirty river water is extreme. Especially if you risk death or rape on the way. Having safe water nearby is a life-saver in more ways than one, which is why the ICRC has just rebuilt the Kibirizi water system, putting clean drinking water within easy walking distance of 30,000 people.

    Kenya: cash-for-work transfers through mobile money
    The ICRC often uses cash-based interventions to support populations during their emergency and recovery periods. Due to the large sums of money involved, security can be a concern while delivering the funds.     Eritrea: overview of ICRC activities in 2009
    In 2009, the ICRC in Eritrea continued to focus on meeting the needs of people still affected by the 1998–2000 conflict with Ethiopia. However, the delegation faced significant constraints in carrying out its planned activities, including continued restrictions on diesel fuel imposed in April 2008, and new government limitations on the movements of ICRC expatriate staff. Nonetheless, activities carried out included providing over 30,000 people with improved access to safe drinking water through the construction of 16 solar-powered water supply systems.

    South Africa: commemorating 150 years since the battle of Solferino
    This compilation of testimonies, photos and artwork pays tribute to the ICRC's work in South Africa between 1963 and 1991 and celebrates the 150th anniversary of the Red Cross. The ICRC started visiting political detainees on Robben Island in 1963. Over the next three decades, the ICRC visited thousands of prisoners all over South Africa and gave their families food and travel tickets so that they too could visit them.

    In 2006 and 2007, several outbursts of violence caused the displacement of tens of thousands of people in eastern Chad.     Fleeing armed violence in their village a year ago, Sorovo Sarvatoriopal and his family settled in Obo, whose population has doubled due to the influx of displaced people. Insecurity in the region has also halted commercial and agricultural activities. Since October 2009, the ICRC regularly delivers food and crop seed for civilians in Obo.
